Energy Blast

You will enjoy this special effect, which you may see in many kinds of game.

Start with a new image (the background must be transparent). You can set the width and height you want. I took 800×600. Take the gradient tool and select a gradient like this one and with these properties:

With that gradient make something like this:

Go to Filter > Stylize > Extrude and put these settings:
Type: Piramids
Size: 30 px
Depth: 200
Random

Now go to Filter > Brush strokes > Accented edges. Settings:
Edge width: 2
Edge brightness: 38
Smoothness: 5

Apply a radial blur by going to Filter > Blur > Radial Blur. Settings:
Amount: 20
Blur method: Spin
Quality: Best
We’ll change the blending mode. To do so, go to Edit > Fade radial blur and select Linear light from the drop down menu.
Now go to Filter > Artistic > Poster edges. Settings:
Edge thickness: 7
Edge intensity: 3
Posterization: 4
Go to Filter > Distort > Polar coordinates and select Rectangular to polar, click OK.

Duplicate the layer and once again go to Filter > Distort > Polar coordinates and select Rectangular to polar. Change the layer mode to Screen and move it until you center the layer with the other one.

Make a new layer and take the gradient tool. This time use a gradient like this one:

Apply it multiple times so that you get vertical lines like is shown in the image below.

Now go to Filter > Render > Lightning effects. These are the settings:
Style: Blue omni
Light type: Omni
Intensity: 85
You can leave the rest of properties as they are. Apply it to get something like this:

Change the layer mode to Lighten and move the layer to the right place.

You can now merge the layers to colorize the image. Go to Image > Adjustments > Hue/Saturation to colorize it. You can use the color you want, but if you want to know, I used these ones:
Hue: 216
Saturation: 66
Lightness: 0
Use the dodge tool vertically so that the vertical lines get lighter, like it’s shown in the image.

We’ll make it a little lighter. Go to Image > Adjustments > Levels and use this Input levels:
0 ~ 1,51 ~ 194
