Learn how to create this water effect to a text.
Start by creating a new document.
Fill it with black colour,then draw a white text using the text tool T(simply press T) like this.

Then right click the tutorial layer and select blending options like in the picture.
Or go to Layer>Layer style>Blending options.

Set these values.At inner shadow I used this colour #00a7fb.And set these values.

Select the outer glow an there make these settings.The colour you use is the same 00a7fb.


Select Bevel and Emboss and set these values.


Select Gradient overlay and make the setting like in the picture.


Now double click the gradient like in the picture.


There make these settings.Using these colours: in the left I use #50d8ff and in the
middle #00a1fd and in the right # 00a1fd.


Now simply select the checkboxes that have red without setting any values.


You will obtain this.
