Make People Look Frozen
In this tutorial I’ll show you how to make a very cold, icy photo manipulation.
Step 1. Finding a Stock Photo
I use this picture below for this tutorial.

Step 2. Brightening the Photo
First we’ll brighen up the photo a little bit. First make a Brightness/Contrast layer by going to Layer > New Adjustment Layer > Brightness/Contrast…
You can use similar settings to these:

Step 3. Adjustments
First make a Gradient Map (Layer > New Adjustment Layer > Gradient Map) and use these settings:

Lower the opacity for the Gradient Map layer to %50.

Step 4. Coloring the Photo
First make a new layer (Layer > New > Layer…) then fill the canvas with a light blue color. I filled the layer with #34a8d8.

Change the layer mode for this layer to Color and lower the opacity to %50.

This will result in something similar as this:

Duplicate this ’color’ layer and change the layer mode to Soft Light, lower the opacity if you think it needs it.

Step 5. Details
Create a new layer and go to Layer > Apply Image this will make everything visible in one layer.
Apply Filter > Sharpen > Sharpen once then duplicate the layer.
Now apply Filter > Brush Strokes > Spatter with these, or similar options:

You should be left with a result similar to this:

Next thing, change the layer mode for this layer to Darken and lower the opacity to about 35%.

Duplicate the Darken layer then simply change the layer mode to Overlay, and up the opacity to %50.

Apply everything into the same layer again, and again duplicate the layer.
Apply Filter > Distort > Wave with any old settings.

Now apply Filter > Blur > Gaussion Blur with a radius of about 2.0.
Change the layer mode to Overlay and lower the opacity to about 40%.
